David McGuire

David McGuire has over 14 years of experience helping homeland security and public safety organizations develop and implement strategic and technical solutions for the modernization, security, interoperability, and resiliency of mission-critical communications and mobile IT. His work with the DHS National Protection and Programs Directorate (NPPD) and Federal Emergency Management Agency (FEMA) has included the development of National, Regional, and State-level strategic plans, governance structures, policies, guidelines, agreements, and reports.  He has also conducted enterprise architecture and systems analysis for major communications IT investment portfolios and acquisitions, and is experienced delivering a diverse set of modern capabilities, such as cybersecurity analysis, GIS analytics, mobile broadband requirements analysis, and LTE integration in support of government emergency communications programs.  David’s experience also includes extensive interaction with operators and systems in the field, including hands-on design and testing of several RF communications solutions in use today, conducting over 60 communications site surveys, and leading or overseeing interviews and focus groups with over 1000 public safety communications stakeholders. He holds an M.S. in the Management of IT from the University of Virginia and a B.S. in Electrical Engineering from Penn State.

As part of the Lafayette Group team, David leads a number of efforts involving IT program management, mobile data modernization, and stakeholder engagement for Federal and Public Safety clients, and also supports the firm’s corporate and business development initiatives.
