Cross Border Security and Communications

In 2010, Lafayette Group was contracted by DHS to undertake a study into cartel-related violence in Juarez, Mexico.  Specifically, the study examined the Mexican Government’s efforts to combat this violence and the ability of Mexico’s emergency communications system to handle the challenges of operating in that environment.  Lafayette Group conducted significant open source research to provide an in-depth context for understanding the challenges facing municipal and federal authorities in Juarez.  With a team of subject matter experts, Lafayette Group developed a thorough analysis of the state of emergency communications systems.  This analysis included an evaluation of steps taken to improve the operations of the network of Public Safety Answering Points and Mexico’s 9-1-1 call service.
