Emergency Communications Exercise - Champaign County, IL

Lafayette Group developed and conducted a Tactical Interoperable Communications Plan (TICP) Validation Exercise for Champaign County, Illinois, to test its newly-created TICP.  The exercise was compliant with the Homeland Security Exercise and Evaluation Program (HSEEP) guidelines and evaluated the incident response for National Incident Management Systems compliancy.  To design the exercise and prepare for its execution, Lafayette Group conducted all HSEEP-compliant planning meetings (i.e., initial, mid-term, and final planning conferences) to address matters relevant to conducting the exercise, including the goals and intended outcomes, organization and staffing, design requirements, scenario variables, and time and resource constraints.  The exercise required responders to face weather and environmental issues, mass casualties, extensive rescue and extrication tasks, and hazardous materials mitigation that exceeded available resources.  Lafayette Group also provided the interoperable communications-focused injects that drove the exercise and an Exercise Evaluation Guide (EEG) that established a baseline for evaluating communications.  After collecting the exercise data with the EEG, Lafayette Group incorporated the information into the development of an After Action Report/Improvement Plan that highlighted the major strengths of the region’s exercise as well as the primary areas for progress.

Exercise Design and Evaluation
