Field Operations Guide and Emergency Communications Exercise — Lee County, Illinois

Lafayette Group was contracted by the Lee County Emergency Management Agency to assist with the development of Field of Operations Guide (FOG) for emergency responders throughout the county. The FOG serves as a supplement to the county Tactical Interoperable Communications Plan (TICP) and as a functional reference guide. Lafayette Group collected information from emergency responder agencies throughout the county, performed assessments for accuracy and relevancy, and identified interoperable communications gaps. These actions were taken to enhance the interoperable communications capabilities and performance for emergency responder agencies throughout Lee County. The FOGs contain compacted critical and essential information that was extracted and from the county TICP. The FOGs are designed to be portable and easily accessible by responders while responding to emergency incidents and planned events. Upon delivery of the FOGs, Lafayette Group conducted a table top exercise to ensure that recipients were familiar with the FOG and were able to utilize it in the field.  Officials from seventeen emergency response agencies participated in the table top exercise. The exercise scenario involved multiple threats including — an active shooter, mass causalities as a result of the active shooter, and the release of hazardous materials.
