Interoperability

Mr. Joseph Rainey is experienced in program and financial management, staffing and resource management, organization planning, program and statistical analysis, and performance measurement.  He served as a Special Assistant to the Administrator at the DEA with responsibility for review and coordination of all agency staff work to ensure its accuracy and adherence to DEA and Administration policies and guidelines.  He also served as a consultant to the Department of Justice (DOJ) Organized Crime Drug Enforcement Task Forces (OCDETF) Program working directly with all participating DOJ and Department of Treasury agency program managers and the U.S. Attorney Offices across the country to ensure coordination and implementation of nationwide OCDETF  directives.  Previously he served as Chief of DEA’s Domestic Operations Budget System for three years and for eight years as a Special Assistant to DEA’s Chief of Operations with responsibility for coordination and processing of all administrative and staffing matters.

Since joining Lafayette Group, Mr. Rainey worked on a variety of projects, including the rollout of the Homeland Security Information Network (HSIN) and coordination of the Department of Homeland Security/Office of Emergency Communications’ Interoperable Communications Technical Assistance Program (ICTAP), which provides technical assistance and supports communications initiatives among State, local and Federal emergency responders and public safety officials.  Mr. Rainey manages the activities of Lafayette Group’s cadre of 20+ former public safety subject matter experts who provide ICTAP training and technical assistance to all 50 States and the six U.S. Territories.  In addition, he performs special projects as required, to include preparation of TA status and statistical reports; providing input for congressional responses; preparing correspondence to States and territories; and researching articles for DHS publications.
